In the 1960-1970s, the activities of the Supreme Soviet of the USSR were marked by a number of key changes in terms of consolidating its powers as the main state body. It was during this period that a number of important reforms took place, the change of the head of the Supreme Soviet of the USSR to L.I. Brezhnev, who initiated the displacement of N.S. Khrushchev and implemented a number of changes in the Constitution. The Ministry of the Interior was elaborated and the internal troops appeared under L.I. Brezhnev. During this period, complex social and political transformations are taking place, which become the causes of negative events both in the internal life of the country and in the external one. It was during this period that the USSR’s authority in the international arena declined, the economy was declining, but at the same time, as many experts note, the party governing apparatus possessed complete rule of law, just as it was typical of Stalin’s times. Thus, in this study, the analysis of the formation of parliamentarism in 1960-1970 was studied, which subsequently had a significant impact on the formation of the political system in the country in general.
