The article considers a set of factors aimed at creating conditions for the development and functioning of entrepreneurship at the regional level. The features of the regional business environment as a market segment in which the business entity operates are determined. In market conditions, it is advisable to build the structure of business entities in accordance with the requirements and conditions of the external environment. The division of the market into a number of segments provides for the allocation of strategic economic zones and zones of actual presence, which are of greatest interest to it. These are segments in which business entities should strengthen or maintain their market positions. In addition, it is necessary to carefully analyze the external environment in which the enterprise operates, taking into account the factors of business risk in the region and affecting the opportunities for its development.
