Features of the work of the state administration of the Russian Federation: personnel issues

The key problem in the public administration system of Russia remains inefficient management, often associated with the incompetence of local management personnel. At the regional and federal levels, there is also an oversaturation of the state personnel management system: today there are more than 2 million officials of various levels in the country, while the upward trend in the number continues and there is an increase in public spending on their maintenance. At the same time, the effectiveness of public administration in Russia, as before, is quite low, as a result of which, in the conditions of the economic crisis, the issues of optimizing budget expenditures are becoming increasingly important. The study provides an estimate of the number and proportion of officials in Russia as a whole and in the federal districts in total and per 10 thousand people in the period 2014-2020, the current trends in the conditions of the economic crisis, their causes and socio-economic consequences are identified. It was revealed that today the level of provision of the population with officials is many times higher than even with medical personnel, which allows us to conclude that in reality the country’s bureaucracy is extensive. Most likely, the existing number of employees of the public administration apparatus does not meet the needs of the system, but only leads to an unreasonable increase in budget expenditures.
