The aspects of state agrarian policy in the context of import substitution by a case study of the agro-industrial complex in Saratov Volga region

The paper examines the Russian state agrarian policy priorities focused on the food security. The study analyzes the problems and potential for growth in Russian agro-industrial complex by developing the agrarian sector of Saratov Volga Region in the context of the import substitution strategy adopted due to anti-Russian sanctions. The analysis demonstrates that many large agro-industrial structures and individual rural organizations manage to achieve beneficial effects, and there is a great potential for growth in domestic agriculture. However, the dynamics of agricultural production is still unstable, and many accompanying production factors fail to improve as well. It is concluded that modernization and transition to the innovative development model along with the tangible improvements in living conditions of the rural population will enhance opportunities for progressive development of the sector under review.
