The article is devoted to the features and problems of human capital development in ZATO Zheleznogorsk, one of the leading scientific and technological centers of Russia. In the conditions of labor force shortage in small towns, especially in regions with high scientific and technological potential, the qualifications of specialists become an important factor. The paper considers the main problems associated with attracting highly qualified personnel, requirements for the qualifications of specialists, as well as the difficulties faced by enterprises with a scientific and technological focus. The factors and mechanisms influencing the attraction, retention of personnel and increasing migration activity are identified, and ways to solve these problems aimed at improving the quality of human capital and strengthening the innovative potential of the region are proposed.
