The article compares regulatory consolidation of notion “region” and different types of substate cooperation in Russia, the Commonwealth of Independent States and the Council of Europe - two regional international organizations in which Russia takes part. Relying on conducted analysis the author summaries the continuity and contradictions of that concepts, formulates recommendations on harmonization of the conceptual framework of cross-border cooperation.
