Features of expert support of the foreign legislative process on the example of individual states of the Anglo-Saxon legal system

Introduction: in this work, the author’s team has attempted to reveal a number of relevant features of the foreign legislative process, as well as to consider problematic issues of expert support of foreign legislative activity on the example of individual foreign states of the Anglo-Saxon legal system. Materials and methods: general logical, general scientific and private scientific methods of cognition were mainly used as the methodological basis of the research. With the help of general scientific methods (comparative legal, concrete historical), methods of private science (concretization, interpretation, technical and legal analysis, comparative law), general methods of theoretical analysis (comparison, generalization, analysis, analogy, modeling), as well as the dialectical method, the authors fully ensure the objectivity and completeness of the studied phenomenon. Results of the study: the author’s team has convincingly proved that legislative activity is the most important constitutional and legal institution in urgent need of effective expert support. In addition, the legislative activity under study is carefully regulated and strictly formalized. Findings and conclusion: the author’s team investigated the legal norms regulating the constitutional and legal status of the legislative bodies of certain foreign countries of the Anglo-Saxon legal system, as well as their domestic legislation regulating the conduct of legal examinations within the framework of the foreign legislative process, and also analyzed the works of domestic and foreign scientists on the subject under consideration. The study of expert support of legislative activity in foreign countries allowed the authors to assert that in the analyzed states, legislators are trying to give an organized, systematic nature to expert activity, corresponding to the necessary rules and procedures. The practical significance of the study is expressed in the fact that it can contribute to further generalization and analysis of positive foreign experience aimed at conducting and expert support of legislative work.
