Specifics of normative legal regulation in procurement of the contemporary Russia

Normative legal regulation in procurement operations in Russia today includes a whole range of instruments, the key one being the Federal Act «On the contract framework for the procurement of goods, works and services catering for public and municipal needs». Pursuant to this Act a range of by-laws have been adopted and being subject to adoption by the Government of Russian Federation and the federal executive bodies. The paper presented a list of major issues [far from being the complete one) of legal regulation on the contract framework for procurement that should be largely due to insufficient development of this branch.
