Application of penalty discount for administrative road traffic offences recorded with the use of the traffic enforcement camera (case study of the Republic of Mordovia)

The article analyses the practice of application of the discount penalty for traffic offences recorded with the use of the traffic enforcement camera by case study of the Republic of Mordovia. On the basis of the statistical data of the State Road Traffic Safety Inspectorate of the Republic of Mordovia, the authors make conclusions about the effectiveness of this mechanism. The paper discusses the problems of the Administrative Offenses Code of the Russian Federation in its present form and suggests the ways of improvement of legislation on this issue.
