The specific features of development and implementation of public policy in Russia

The article considers the main features of development and implementation of the public policy in Russia in the context of two aspects. The first aspect is substantial transformation of political, economic and social relations that took place during the transition from the planning to market economy. The second one is “borrowing” of the best international practices without adopting it to the Russian context. These two aspects are essential for consideration of the features and problems of the Russian governing practice.
