The Krasnoyarsk region food industry management system development features in 1930-1980

Since the formation of the Krasnoyarsk Region in 1930, a regional food industry has emerged that serves the local population. This industry was not considered by the country's leadership as a priority for the economic profile of the region. At the same time, food industry enterprises worked mainly for the Krasnoyarsk Region. However, within the industry, there was virtually no unified management system accountable to local authorities. The industry was branched out into numerous ministries, central administrations and trusts, a significant part of which reported directly to Moscow, Novosibirsk or other centers. The system of subordination changed regularly throughout the Soviet period. A paradoxical situation was emerging in the region, in which enterprises that worked for the needs of the population of the region reported to the authorities who lived outside of it. The local leadership had only limited leverage over these departments, which complicated the process of providing the local population with food. During the period under review, the food industry management system of the Krasnoyarsk Region was in a state of constant reorganization. At the same time, in Soviet times, it was not possible to create a unified food industry management system at any of the stages. The closest approach to overcoming this situation came during the years of the reform of the management of the construction industry, when in 1957 the Krasnoyarsk Council of the National Economy (SNKh) was created. But even then, it was not possible to unite all the enterprises of the industry under a single leadership, due to the ill-conceived reform and transformations on the part of the state leadership. After the liquidation of the SNKh, the system returned to the previous principles.
