Characteristic features of interaction forms’ realization between population and municipal authorities in process of solving local problems

The article considers electors’ mandates, public hearings, and citizens’ polls as forms of realization of the people’s right to solve local issues independently. The authors analyze basic means of residents’ cooperation with local authorities on important local, social, political, and economic issues. The feasibility of these institutions’ development in the Russian constitutional and municipal law is assessed. On the basis of comprehensive analysis we concluded that electors’ mandates, public hearings, and citizens’ polls, as forms of implementation of the people’s right to solve local issues independently, may be regarded as indirect social control exercised by the population.
