Features of the implementation of the housing problem by local authorities in the cities of the USSR the second half of the 1930s

For a long time (several centuries) Russia was a peasant country, accordingly, the absolute majority of the population were residents of rural settlements. However, the active development of industry led to the expansion of cities and, as a consequence, the urban population, and, unlike other countries, this general trend began to be noticeably observed after the October Revolution of 1917 and the establishment of Soviet power, and not immediately, almost a decade and a half later, when the industrialization policy was announced. In the mid-1930s. Soviet industry began to develop rapidly, and the number of city dwellers working in construction, at factories and plants, where they and their families needed somewhere to live, grew accordingly. The article examines the activities of local Councils to solve the housing problem in Soviet cities during the specified period of Soviet history. Constitutional and other legislative acts, archival documents, and scientific works that touch on this issue are analyzed. It is noted, in particular, that the executive committees of local Councils made active efforts in the housing sphere, but failed to achieve the necessary provision of housing for city dwellers, and the reasons for such results are shown.
