The features of regional cultural policy from the perspective of educational programs implementation

The study reviews the basic provisions of the Strategy of Cultural Policy which are reflected in the cultural and educational policies of the regions. Education is regarded as a key tool for developing supranational and over-confessional state identity. The peculiarities of both European and domestic educational system establishment are revealed, and the experience of training the clergy in the Islamic world is presented. The educational environment of modern Russia is a combination of European, Russian and Eastern contexts, which is particularly evident in the dynamic analysis of the Theology (Islamic Component) curriculum implemented by the leading universities of the country. The experience of implementing programs for training specialists with the in-depth study of Muslim culture in 2007-2017 is analyzed. The author concludes that the theologian training influences the regional cultural policy development.
