The peculiarities of regulation of land use and protection in the settlements

The author argues that the protection of urban land should be combined with their effective utilization, which presupposes compliance with the environmental, town-planning and other requirements in the process of land use. The essence of the concept of “protection of land in the settlements” is revealed. The article provides a comparative analysis of the town-planning models zoning currently applied in the domestic practice. The author is convinced that many contradictions, arising when the town-planning zoning is been carried out, can be overcome by development of the guidance documents based on the practice of setting and application of the town planning regulations.
