Peculiar properties of the service bureaucracy in the middle - end of the 17th century

The paper examines the features of the administrative service in the center and locally in the mid-to-late 17th century. The service bureaucracy of that time did not represent a closed social stratum, although it was distinguished by privileges and specificity. The competencies of the clerks in the centralizing state were improved. Unlike the Peter the Great era, the service bureaucracy of the 17th century performed not only narrowly functional and clerical functions, but also quite extensive state duties in the civil and military spheres.
