Features of preservation and development of human capital on the example of sociological studies of the arctic Karelia

This article analyzes modern methodological approaches to understanding the categories of preservation and development of human capital. The actualization of these categories follows from the current trends of the state social policy in the field of education, health, demography, social infrastructure and high-performance jobs on the basis of mass digitalization of the Russian economy in the framework of national projects of 2019-2024. The level of social activity of the main part of the population in the opportunity to participate in national projects was studied during field surveys in the Arctic regions of Karelia. Certain results of public opinion were included in the context of the article as examples of the author’s point of view.
