Peculiarities of land and real-estate complex management

Land resources play an important role and have particular value for humanity development and the state progress. That is why the formation and management of the property and land complex is an integral part of public administration. The land and property complex is the object of legal regulation of many branches of law: environmental, land, civil, constitutional. The article reveals the essence of the category “property-land complex”. An analysis of approaches to its management was carried out, the differences between property and land-property complexes were analyzed, and the components of the land-property complex were determined. The legal regulation of the land and property complex is considered, the legal acts of the Russian Federation, the Government of the Republic of Crimea and municipal authorities are analyzed. The features of managing the land and property complex of the urban district are revealed. The article reflects the problems of effective use of municipal property. It has been established that management of the property and land complex is an important factor in increasing the efficiency of budget management.
