The features of communication between the government and the media in shaping the public political consciousness in Russia

The idea about existence of connection between the society development and the media was expressed in the middle of the XX century by Harold Innis - a Canadian scientist, representative of the University of Toronto. The essence of the Innis's idea is that since the early stages of development the ruling elite in all countries has controlled the information. Innis's ideas were supported and developed by Marshall McLuhan and Walter Ong. A lot of attention to this issue has been paid by the Russian scholars as well. The article justifies the need for state control in the information sphere as an important condition of sustainable and safe development of Russia against the background of the modern challenges and threats.
