From electronic public services to digital: principles of transformation in the digital economy

The papers present the results of a study of the transformation of public electronical services provided in the era of digital economy of the Russian Federation. The papers present the prerequisites for the digitalization of public services according New Public Management concept, determined the general principles for their digital transformation. That meets the demands of the modernization carried out in the economy based on the introduction of information and communication technologies. Digitalization of the economy forms the prerequisites for proactive digital transformation of the public administration system. The leading edge of this digital transformation is the provision of public services for citizens and the business community. The principles of digital transformation are designed to ensure the interconnection of the economy, population and state in the virtual information space, ultimately ensuring the effectiveness of public administration. The presented results can be used for further research on the development of digital government.
