From ensuring road safety to ensuring the safety of road users: the view of professor V. I. Mayorov

The article gives a small Genesis of Professor V. I. Mayorov's views on the concept of “road safety”. The analysis of V. I. Mayorov's scientific views is intertwined with his personal experience in the departments of the state traffic Inspectorate, as well as his scientific formation as a specialist in the field of administrative law. The author studied the works of V. I. Mayorov devoted to road traffic, the state system of road safety and the activities of the state traffic Inspectorate in this system. The works trace three main approaches to the content of this term: as an administrative and legal activity aimed at achieving consistency of interests and opportunities of road users; as a state of orderly processes of public relations; as an activity aimed at preventing the causes of road accidents.
