In the process of state law development of society, historically there are objective needs for legal organization of people's social life. These needs, in their turn, call for the establishment of special state bodies that are engaged in law making and create guarantees to ensure compliance with the rules of conduct enshrined in laws. As the society and its states develop, there is also an objective need for improving state law institutions. Thus, humankind comes to the positions of the rule-of-law state.
