The article deals with the last period of the evolution in season migration of rural population for earnings in the USSR - a kind of internal migration, which played a significant role in the social and economic development of the pre-revolutionary Russia. After the decline during the wars and revolutions, season migration of rural population for earnings increased under the conditions of high urban unemployment and housing crisis. Analysis of this phenomenon was made using various sources - data from the surveys of otkhod carried out by labor agencies in 1924-1929, assessment of this phenomenon by contemporaries, legislative materials. These materials make it possible to identify three periods in the regulation of otkhod. In 1927-1930 the administrative methods of regulating otkhod were at odds with the season migration trends that largely contributed to the migration crisis in the late 1920s - early 1930s.
