Transparency of local self-governing bodies as factor of stability and community development (case study of Petrozavodsk city district)

The article is concerned with the practice of self-government principles’ realization and transparency of public authorities in the system of local self-governing bodies of the Russian Federation. Petrozavodsk City District is studied as a separate constituent. Development of electronic democracy by means of electronic municipal city council establishment is presented. Implementation of feedback with the city population, realization of public control by means of public hearings, and arrangement of public evaluation process are considered. It is pointed out that any changes in communication between local government and city community are predominantly initiated “from the top” and have formal character. The article infers that the local self-governing bodies of Petrozavodsk City District are not transparent enough. They are characterized by low interactive practice and lack methods facilitative in involvement of active and interested community members into decision-making process.
