The sectoral structure is an integral part and result of economic development, as well as an indicator of the level of such development. The trajectories of structural development in different countries of the world and regions of the Russian Federation differ significantly. To assess changes in the sectoral structure of employment, the “quality index of structural shifts” - ICS is used, which is calculated on the basis of publications of the Federal State Statistics Service of the Russian Federation. The article calculates the quality indices of structural shifts in employment in the Russian Federation and its regions for the period 2005-2022, analyzes regional differences in structural development and classifies regions according to the indicators under consideration. Conclusions are drawn that the methodology of the quality index of inter-sectoral shifts in employment can be used both in the analysis of the trajectories of the structural development of economic systems and for the classification of regions. It can be integrated into complexes of indicators for monitoring the socio-economic development of the subjects of the Russian Federation.
