Liability of public legal entities for non-contractual obligation

The involvement of the state in civil liability should be considered as a legal procedure of civil law carried out within the framework of intersectoral legal regulation together with the norms of budgetary and civil legislation. Acts of officials violating the rights of subjects of civil turnover can be in different forms: directly non-normative legal act, decision, action or inaction of the body exercising public powers or its official.
