The article is devoted to the initial stage of the state activity of P.A. Stolypin as a Chairman of the Council of Ministers of the Russian empire. The author concentrates on the program of liberal reforms including measures on a pacification of Russia which had been offered by Stolypin. The article represents an analysis of different appraisals and interpretations of the character of mutual relations between P.A. Stolypin and the supreme power.
