P.A. Stolypin and the organization of elementary agricultural education in Omsk

The article tells about the key position of P. A. Stolypin in the organization of the first agricultural educational institution in Omsk. This decision was taken Stolypin after repeated appeals from the local authorities and the public. P.A. Stolypin and A.V. Krivoshein reacted to the request of the city with a great understanding and sympathy and promised to consider the matter. However, a detailed study it was found out that the opening of the institutes associated with large expenses the treasury and therefore the implementation of this initiative can not expect in the near fu-ture.However, the chairman of the Council of Ministers was later indicated to the possibility feasibility of the institutions in the near future Omsk Veterinary Institute "as a more suitable economic structure of the Steppe Region and requires less financial expenses". Explaining the opening of such institutions need to establish agronomic assistance to the population, the ministers believed that its scope and intensity determined by the presence of specialists with agricultural knowledge. Therefore, the ministers consider vita land urgent task of the Office of Agriculture every possible way to search forand prepare such people. Upon return of Ministers in St. Petersburg, in the framework of activities connected with the intensification of efforts to address issues related tithe agrarian reforming general and resettlement policy in particular, together with other activities of the government of Stolypin, and began work ont he establishment in the city of Omsk agricultural school. Thus, the establishment of an agricultural school was a step-in determining the early opening of the higher agricultural school. In other words, this school was the prototype of the modern Omsk Agrarian University, and at the beginnings of its creation it was P. A. Stolypin. It is obvious that without his agreement in principle and live and direct participation in this matter such a large and significant event at thatt time was hardly feasible. The opening of the agricultural educational institution was an important step in the organization of a set of measures aimed at the effective agricultural development of the Siberian region, as part of the New Deal government agrarian and migration policy.
