Parallel import as a new tool for flattening the effects of economic sanctions

This article examines the prospects for legalizing the practice of parallel imports as a tool to counter the consequences of trade and economic sanctions imposed on the Russian Federation (hereinafter referred to as the RF). Currently, the Russian economy is experiencing difficulties in foreign supplies of foreign products due to trade restrictions imposed by Western countries. The legalization of parallel imports, in turn, became a response measure that is designed to solve the difficulties that arose as a result of the cessation of export supplies from abroad and the suspension of the activities of several hundred foreign companies that left the Russian Federation, thereby creating the risk of acute financial crisis. deficit of certain groups of goods within the country. The article analyzes the theoretical and methodological aspects of the use of parallel imports in our country from the point of view of the principle of “exhaustion of rights” and legal norms enshrined at the level of the Eurasian Economic Union (EAEU). The key provisions of the legal regulation of parallel imports are systematized, and the advantages and disadvantages of this foreign trade practice are identified. Our research has proven the high efficiency of parallel imports in the system of tools for circumventing anti-Russian economic sanctions, which have a comprehensive, unprecedented and multidimensional impact on Russia’s foreign economic relations.
