Park of national cultures and public diplomacy

Purpose: To study the people’s diplomacy as a tool for resolving interethnic contradictions in the modern world. Methodology: We used a formal legal method, a comparative-historical approach. Results: This article analyzes the institution of people’s diplomacy, which plays an important role in regulating national policy and resolving interethnic contradictions. The importance of this institution for increasing the effectiveness of the national policy of the modern Russian state is substantiated. The main attention is paid to non-state methods of mediation as a way of people’s diplomacy in interethnic conflicts. The author gives as an example the rich traditions of the people’s diplomacy of the North Caucasus, draws attention to the prospects of their use as a model of conciliatory justice through mediation. Also, the author dwells on the important role of non-governmental organizations - diasporas, national-cultural autonomies, in the process of regulating interethnic relations. In the author’s opinion, the «denationalization» of the sphere of national policy through the use of the institution of people’s diplomacy makes it possible to achieve serious success in overcoming interethnic contradictions and preserving ethnopolitical stability. Novelty/originality/value: The article has considerable scientific value, since it highlights the very important for modern Russia problem of using people’s diplomacy as a tool for resolving interethnic conflicts. The conclusions drawn in the article contribute to the consolidation of people’s diplomacy as a necessary tool of state national policy.
