In this article, the authors explore the party-political elite of the Chelyabinsk region in the 1960- 1980s. The processes of mobility, transformation and the functioning of the elite are analyzed. Particular attention is paid to the issue of staff rotation within the Soviet political system, as well as to the study of the socio-demographic characteristics of some of the brightest representatives of the regional government. In 2020, in the light of recent events related to the pandemic of the new coronavirus infection COVID-19, political scientists and journalists from many democratic countries predict a return to the socialist model of governance with a sufficiently strong role of the state. As a result of which, it becomes especially relevant to study the general regularities and regional specifics of the socialist model of the formation of the ruling elite, its composition, the laws of its functioning, coming to power, its role in the social process, the causes of its degradation and withdrawal from the historical arena.
