Partnership of state and private companies in the field of substitution of import technologies

In this paper, the main areas of application of the partnership between state-owned oil and gas and private Russian enterprises are considered as a promising area for substitution of imported technologies, spare parts and semi-finished products in the context of international sanctions against domestic companies. The study identified the main problems of using such a partnership in this industry and proposed a step-by-step algorithm for implementing measures to resolve them. The algorithm involves bringing together the efforts of state executive bodies, representatives of the private sector of the domestic economy and state oil and gas companies, through the conclusion of the last two partnership agreements. In the course of the study, ways of determining the specific conditions of such an agreement that satisfy all parties have been identified.
