Transition from positive to normative health system

The paper substantiates the need for the transition of a positive healthcare system to a digital regulatory one by optimizing the factors of population health improvement in the process of implementing national economic development programs. At the same time, the movement of theory to practice is regarded as a necessary condition for the systemic dynamic development of all sciences in conjunction with natural science. In addition to its inherent features, natural science as a special field of knowledge, is designed to diversify and be consistent, that is, pull up to market demand, goals, and objectives of social development. Using the example of the health care system, which has a direct impact on the field of natural science, it is necessary to revise it by supplementing, specifying and redistributing functions within the two subsystems: the «health care system» and the «public health system».
