They note that one of the main problems in the heat and power industry is cross-subsidization in connection fees, which leads to unjustified payments for services for connection to heat networks by some consumers at the expense of others. They offer directions for improving legislation to eliminate cross-subsidizing in tariffs for connecting to the heat supply system.
