Change of world view

Material under this name was originally published almost thirty years ago in a narrow-ministerial publication of the USSR Ministry of Internal Affairs in a small circulation [1], and, of course, it did not get into any electronic indexes, catalogs and libraries. However, modern publishing technologies make it possible for a much larger number of readers to familiarize themselves with it, whose research subject is the history of the activities of the penitentiary institutions of the USSR before its collapse (1991). The publication deals with the experience of one of the correctional institutions located in the Turkmen SSR in disclosing the activities of places of deprivation of liberty to society, which was a new trend in the policy of the USSR at that time. The reprint of the material makes it possible to better understand the trends in the development of the penitentiary case in Russian history. The author of the publication also offers an afterword commenting on his own work of thirty years ago .
