The era of the early 80s. XX century. characterized by the deepening crisis of Soviet society. This was manifested in the USSR’s lagging behind Western countries, in interruptions in supplying the population with basic necessities. The growth in cash income was not accompanied by an improvement in the consumption situation. Getting into the category of scarce products more and more new types of goods contributed to the growth of speculation and the "black market". In the service sector, 83% of the population was forced to overpay for goods and services1.
