Prospective guidelines for the renewal of the Russian economy: cyber governance in the context of a new development paradigm

The aim of the work is to substantiate the perspective guidelines for the renewal of the domestic economy on the basis of cyber management in the context of the formation of a new paradigm of development. The study was carried out using the regression analysis method. The authors find a regression dependence of indicators of competitiveness of state (1st pillar: Political and regulatory environment) and corporate (2nd pillar: Business and innovation environment) management on indicators of use of the latest information and communication technologies in business (7th pillar: Business usage), the state (8th pillar: Government usage) and the economy as a whole (9th pillar: Economic impacts). The Global Information Technology Report 2016, prepared by the World Economic Forum, serves as a source of information and empirical materials. 20 countries included in the top 10 of the first (1-10, developed countries) and second (31-40, developing countries) half of the world Digital Competitiveness Ranking for 2018, compiled by IMD (63 countries participated in the ranking), were selected as objects for the study. It is shown that the possibilities of cyber-management on the basis of cyber-physical systems in the context of the formation of a new model of development are quite wide. Promising areas of automated public administration are technological updating, monitoring and control, statistical accounting, detection of offenses, information and consulting support and provision of public services. Promising areas of automated corporate governance are changing the paradigm of the functioning of budget, tax and financial instruments in General, production management, personnel management and marketing management to strengthen institutional opportunities and stimulate economic growth. The developed structural and logical scheme of cyber-management on the basis of cyber-physical systems demonstrated that cyber-physical systems of micro-and macro-level can be created on the basis of end-to-end (actively developed at present) digital technologies of industry 4.0: the Internet of things, artificial intelligence and ubiquitous computing. This can provide the expected benefits and comply with the stated principles of the new development model: transparency, accessibility and full coverage of public administration, as well as efficiency, flexibility and integration of corporate governance.
