Perspective ways and methods for overcoming marginal condition of modern Russian political-elite groups

The article defines promising ways and methods to overcome the marginal condition of modern Russian political-elite groups. The author shows that at present time there is an objective need to create sustainable mechanisms for recruiting basic politico-elite groups through channels of vertical mobility. That could help to overcome the marginal state of the modern Russian political elite, contribute to the arrival of new personnel in the system of state administration with a fundamentally different set of personal qualities, priorities, and values than those of overwhelming majority of modern Russian ruling elite.
