Prospects and problems of international tourism development on the example of Altai region

The research objective is the representation of complex model of cluster development of the international tourism as priority branch of economy of Altai Region. The object of the research is the market of international tour-ism. The subject is social and economic relations causing the development of international tourism at regional level. In the course of work such methods as analysis and synthesis, group and classification, induction and deduction, comparisons, economical and statistical methods determined and stochastic factorial analysis, economic modeling were applied. In the work the algo-rithm of a clustering of branch of economy is offered. At the first stage the expediency of the development of spheres of economy in cluster type with application of strategic SWOT analysis and deep consideration of priority of branches is defined. The segmentation of the territory of the region for the purpose of allocation on the card of optimum sites for creation of tourist clusters is carried out, three zones of the most attractive to the clustering are allocated: western, northeast and southeast. Five main directions of realiza-tion of cluster policy are allocated: the development of infrastructure, tour operator and tourist's agency activity, preservation of climatic resources, maintenance of cultural and historical heritage, formation of mentality and maintenance of due level of education of citizens. The indicators for an as-sessment of efficiency of realization of complex cluster model of development of the international tourism are defined. The values of indicators are calcu-lated for the region till 2024, thus they can be adapted and calculated both for regional economies, and for economies of the certain countries. The real-ization of complex cluster model is capable to have long-term positive im-pact and to increase a contribution of the international tourism to economy. This integrated approach allows increasing efficiency of realization of policy of development of the international tourism as priority branch of economy. Practical importance consists in possibility of application of the received re-sults of research in practice in the course of realization of policy on devel-opment of branch of the international tourism.
