Currently, trade and economic relations between Russia and Europe and the United States because of sanctions as never complicated, making the issue of import substitution is most relevant for Russia and regions. The analysis of the rate of production, import and consumption industries such as mining, production and distribution of electricity, gas and water and some other were able to identify promising areas for optimization of import substitution in the Kaluga region.
