Prospects for the use of labor potential in the context of structural adjustment

The prospects of using labor potential in the context of structural adjustment are considered. It has been established that local factors, along with external factors, have an important influence on the efficiency of using labor potential. These include the propensity of the working-age population to mobility, the competitiveness of the workforce, the propensity to save, and work culture. At the same time, taking into account the action of various factors in the process of regulating employment ensures the rational use of labor. It was found out that the analysis of unemployment in the labor market causes the need to use local indicators. These include: the length of stay in the status of unemployed, the time spent by unemployed people searching for a suitable job, and the density of unemployment. In combination with generally accepted criteria assessments, local indicators make it possible to comprehensively assess the situation on the labor market and identify real opportunities in solving the employment problem. At the same time, the decrease in employment in the branches of material production is explained by three main reasons: a reduction in production volumes at most enterprises and organizations due to the processes of reforming property relations, a sharp reduction in investment activity at most business facilities and the lack of a production-oriented financial, credit and tax policy.
