Prospects for the development of Spanish regionalism and Russia's position on this issue

Spain's accession to the European Union has contributed to and continues to contribute to changes in the system of autonomy established in the country's Constitution. It provoked a double effect on Autonomous communities. On the one hand, there has been a complete or partial absorption of Autonomous competences by the EU. On the other hand, it has significantly reduced the ability of Autonomous communities to make decisions in favor of the Central government within the framework of the European integration process. As a result, the Autonomous communities of the Basque Country, Galicia and Catalonia have tried to weaken this process of losing power through various measures and instruments. As a result, there are many conflicts associated with the desire of some Autonomous communities to carry out foreign policy activities. Catalonia, the Basque Country and Galicia are not the only regions of Europe that want to achieve independence. Some regions are not fighting for full independence, but for greater autonomy, others, like Scotland or Catalonia, want to become independent States. In the case of deepening contradictions between the Autonomous communities and the Spanish government, there is a high probability of the rise of nationalist movements in other regions. This study is also relevant for Russia, as in the case of optimization of the Spanish experience of the “state of autonomies” this model can be modified in relation to Russian conditions.
