Prospects for the successful implementation of the Sakhalin experiment within the framework of the creation of the Russian national system of trading quotas for greenhouse gas emissions

Russia, as a country that has signed and ratified the Paris Agreement on Climate Change, has committed itself to reducing greenhouse gas emissions. The quota trading system could become a tool to help achieve this goal, and the introduction of such a system in Russia has a high potential. There have been many attempts to create such a mechanism in the Russian Federation, but they have not been successful. In September 2022, the Sakhalin experiment was launched, the successful implementation of which will create a national system of trading quotas for greenhouse gas emissions in Russia. The article examines the foreign experience of creating quota trading systems and the existing concerns that even the successful implementation of the «Sakhalin experiment» will not allow creating a national system of trading quotas for greenhouse gas emissions.
