In this article is described the perspectives of introduction of four - directional navigation and air traffic organization development. The describing principle takes into account the intensity of air traffic, demand precision of maintaining time coordination. When making substantiation of precision aircraft arrival into vicinity of aerodrome the following ratings are taken into account: the cost of non-revenue flights in the holding area, losses in consequence of forced flights proceeding on avoiding routes, penalties as a result of later aircraft arrive at the airport of destination.
