The first steps in formation Soviet-Persian relations (1917-1921)

Article is prepared for the 100 anniversary of the October revolution 1917, an event which is extremely ambiguously estimated by both the Russian, and world scientific thought and the public. However, despite opposite estimates, it is impossible to pass by this historical phenomenon which turned national history and influenced world historical process. The author considers the first attempts of establishment of the Russian-Persian communications on an equal basis. The Soviet Russia needed tranquility on the southern borders therefore the People’s commissariat for foreign affairs tried to make every effort for establishment of diplomatic relations with neighboring states at the beginning of forming of the young republic. It is emphasized that establishment of good-neighborhood with the countries of the East was in the context of the Soviet ideological and foreign policy doctrine, as well as support of liberation and revolutionary movements around the world. The author stops on attempts of the English government to break a possibility of establishment of the Soviet-Iranian diplomatic relations, using for these purposes of Whites, the Cossack brigade in Persia and other opportunities. Tragically ended mission of I.O. Kolomiytsev in Iran is covered. The conclusion that, despite intrigues of British, the soviet government managed to conclude in 1921 with Iran the equitable agreement is drawn. The imperial agreements and agreements limiting and constraining the rights of the Iranian people to free and independent existence were cancelled. The agreement was of great importance for both states, especially for Iran as cancellation of the mode of capitulations promoted strengthening of political and economic independence of Iran, release from imperialistic dependence.
