The article is devoted to the creation of trusts as a form of state control of industry. Based on the analysis of archival documents it is identified the causes, the characteristics and the problems of implementing this process in the Urals in 1921. It is analyzed the reasons for non-viability of the first trusts and the transition to a new stage trustification based on economic accountability.
