The first experience of national planning in Russia

The problem of active state regulation of economic activity, including through national planning, is one of the central issues of economic science. Over the past century, our country has gained diverse experience in this area: from strict directive planning to attempts to implement a model of an unregulated market economy. Now it becomes clear that there is a need to use the tools of market and planned regulation, i.e., an optimal combination of those. The article presents an analysis of the emergence process of domestic national planning in the field of public finance and railway construction. The conclusion is made about the formation of the main methodological approaches, principles and tools of forecasting and planning activities that have been developed at subsequent stages of national economic development.
