Action plan for the implementation of the strategy of socio-economic development of the region as a document of strategic planning: problems of regulation and practice

The article analyzes certain provisions of the Federal law «On strategic planning of the Russian Federation» and the practice of its application in the development of regional strategic planning documents. The main attention is paid to such a document as an action plan for the implementation of the strategy of socio-economic development of the region of the Russian Federation. Attention is drawn to the lack of definition of the plan in the law, in contrast to other strategic planning documents, the uncertainty of its relationship with the state programs adopted on a par with the plan, in the development of the provisions of the socio-economic development strategy. The analysis of the practice of development of action plans for the implementation of the strategy of socio-economic development of individual regions revealed examples of effective solutions to the above problem of the ratio of the action plan for the implementation of the strategy and government programs. The article proposes the feasibility of using these approaches to adjust the provisions of the Federal law «On strategic planning in the Russian Federation». A solution is also proposed to eliminate the contradiction in the legislative definition of the content of the strategy of socio-economic development of the region associated with the dual position of state programs, which are, on the one hand, an integral part of the strategy, and on the other – the consequence of its adoption.
