Planning sustainable rural development based on rural agglomerations

In the modern socio-economic conditions of the development of the Russian Federation, rural territories are assigned a role as a strategic resource that ensures the satisfaction of the pressing life problems of both the rural residents and the population of the country as a whole. To this end, the Government of the Russian Federation has adopted comprehensive programs aimed at state regulation aimed at the agricultural sector, which ensures the sustainable development of rural areas. The State Program dedicated to the integrated development of rural areas defines the main resources and measures for implementation. However, insufficient attention has been paid to such an important aspect as planning and planning for the sustainable development of rural areas. The article proposes an author's approach to solving this problem. The strategic directions that determine the sustainable development of the rural area, which provides its main task - food supply, are proposed to be implemented in stages until 2035. It is proposed to plan the sustainable development of the rural area taking into account the following key guidelines expressed in the Strategy for the Development of Agro-Industrial and Fisheries Complexes of the Russian Federation for the Period up to 2030 on the basis of rural agglomeration. It was concluded that when planning directions for the sustainable development of rural areas based on rural agglomeration, it is necessary to be based on the achieved indicators determined by regulatory documents that determine the development strategy of the agricultural industry and the fulfillment of the main task of the APK - food supply to the population. And the proposed planning parameters take into account the target settings, the list of tasks, measures of indicators (indicators) reflecting the state policy for the sustainable development of rural areas and the effective functioning of agricultural enterprises on their territories, designed to ensure national goals.
