This article focuses on the plans of European businessman to use the Kara sea route in the first quarter of the XXth century. The main trend in the content of these plans included the following: from a proposal to arrange selected sailings providing significant customs privileges to a proposal to develop large-scale reclamation of the Russian Arctic by foreigners. The most detailed and practicable plan was provided by J. Lied.
